Cut an arc shape from your cardboard. If you are looking for a symmetric shape, you can fold the cardboard or cardstock in half and then cut the half arc.

Grab your cotton balls and glue and your new ghost shape cardboard piece.

Spread glue over the front of the entire ghost shaped cardboard then place cotton balls covering the arc shape.

Add the googly eyes using the glue. If you have little kids making this project, you adding googly eyes using a glue stick or white school glue.

Cut an oval out of the black paper.

Glue the black oval to the top of the cotton balls.

Now take a piece of toilet paper or one piece of tissue and cut it into strips approximately a half inch thick.

Grab your glue and the spooky ghost head :)

Glue the strips to the back of the ghosts.

Next you're going to grab a craft stick.

Glue the craft stick to the back of the ghosts and you you very own Halloween ghost craft puppet.
