Begin by having an adult carefully cut out the inner circle of the paper plate in one piece as much as possible.

Paint the remaining circle black. We used a decorative paper plate, as you can see, but any kind of paper plate will do. If yours has a design, as well, then you may just need two coats of paint. Let dry completely.

Now, draw simple stars of different sizes on the inner.

Cut out circle. You will need to get at least 4 stars.

Paint the stars bright yellow and an off-white, cream or a paler yellow color. Let dry.

Once dry, use the tip of the paintbrush to apply dots of yellow paint around the black circle.

And use a white marker to draw asterisks or more simple dots, too.

Next, write the numbers of the new year on the stars with the black marker.

Glue the stars to the bottom of the wreath.

Any extra stars glue around the wreath.

Finally, cut a strand of twine. Tie together.

Form a loop, and bring one end of the twine through the loop around the top of the paper plate.
